The New Mexico Environment Department announces a virtual public hearing to take evidence on three
applications for air quality construction permits for facilities located in Eddy and Lea Counties. The
permit applications in this hearing include one facility owned by DLK Black River Midstream, LLC, the Black River Gas Processing Plant (GPP); and two facilities owned by Chevron U.S.A. Inc: Salado Draw 19 Central Tank Battery and Compressor Station and Salado Draw 23 Compressor Station and Tank Battery.

The hearing will be held virtually via the Webex platform to begin at 8:30 a.m. MDT on October 3, 2022 and will continue on consecutive days as needed. If anyone needs a Spanish interpreter at the hearing, other assistance, another type of interpreter, or auxiliary aid to participate in the hearing, the Bureau must be notified no later than September 19, 2022, 2 weeks before the hearing. The Department has reserved the conference room at the Carlsbad Field Office located at 406 N. Guadalupe, Suite C, Carlsbad, NM 88220. Members of the public can go to this location during the hearing to view and participate in the virtual hearing. In addition, the Department will provide wi‐fi connections to those members of the public who choose to bring their own devices.

Any person may review the permit applications, associated documents, and the draft permits on
